About Rule And Regulation

Library Guidelines

IUKL Library strives to create an environment that is conducive to the needs of learning and research, and facilitates the pursuit of academic and personal development. At the same time, the Library must prevent any misuse of its collections, facilities, and services. As such, a few rules are necessary.

All users remain subject to the general rules of the University while in the Library. In addition, all users are expected to adhere to the rules stated in this Guide. The Library reserves the right to take disciplinary action against users who do not adhere to the rules.

Library Rules

  • Only registered users may use the Library’s collections, facilities, and services. Other visitors may be granted access to the Library upon request from the Library staff.
  • Users must display a valid staff/ student/ visitor card whenever requested to do so by Library staff.
  • Eating and drinking are strictly prohibited in the Library.
  • Smoking is strictly prohibited in the Library.
  • Damaging or destroying the Library’s property is considered an offense. Any users found damaging or destroying the Library’s collections or facilities will be penalized accordingly.
  • Users may not bring their bags/ backpacks into the Library, and are requested to leave them on the shelves, or in the lockers, located outside the Library.
  • Users may use their laptop/ notebook computers in the Library, but are requested to leave the carrying bags/ cases at the shelves or lockers outside the Library.
  • Users are requested to refrain from making excessive noise or otherwise distracting the other users of the Library. Users who engage in offensive behaviours will be ejected from the Library.
  • Users are requested to switch off their handphones or put them in silent mode while in the Library.
  • Users are requested to throw their rubbish into the waste baskets before leaving the Library.

Digital Resources

  • Users are encouraged to make full use of the Library’s online resources. Go to https://library.iukl.edu.my/ for more details.
  • Users are encouraged to make full use of the Library’s open source software.
  • WiFi internet access is available to laptop (and other electronic device) users throughout the Library.

Guidelines for Borrowing Book

IUKL Library strives to create an environment that is conducive to the needs of learning and research, and facilitates the pursuit of academic and personal development. At the same time, the Library must prevent any misuse of its collections, facilities, and services. As such, a few rules are necessary.

All users who wish to borrow books and other materials from the Library must adhere to the Rules for Borrowing Books. The Library reserves the right to take disciplinary action against users who do not adhere to the rules.

The Rules

  • Only registered users may borrow books and other materials from the Library.
  • Users wishing to borrow materials must present a valid student matric card or staff ID card.
  • Users are fully responsible for maintaining the condition of the materials they borrow. Any lost or damaged materials should be reported to the Library immediately.
  • Users are required to replace lost materials. If the same (or similar) title cannot be obtained from the campus bookshop, the purchase price of the book must be paid to the Library. Users will also be charged a RM20.00 processing fee.
  • Users should return borrowed materials on or before the date stated on an item’s borrowing slip. Each item that is not returned by its due date will be charged an overdue fine, calculated daily. Users will receive a reminder by email that they are in possession of overdue materials.
  • Users may request a one-time extension (or renewal) of the borrowing period, provided that no other user has requested the same material.
  • Users are not allowed to borrow books if they are already in possession of other overdue items.
  • Users who are found to have removed material from the Library without properly borrowing them will face disciplinary action.
  • Full and Part-Time lecturers as well as postgraduate students may borrow reference books for 3 days.
  • Audio visual materials are for in-library use only. They cannot be borrowed.
  • The Library counter closes its services 10 minutes before the Library itself closes.

Borrowing Privileges

There are 6 categories of users, each with different borrowing privileges.

User Registration

Before users can take advantage of the Library’s collections, facilities, and services, they must first register.

  • New students who attend induction or register with the university within the first week of semester are automatically registered with the Library.
  • All other users must go to the Library service counter and fill out the Library registration form. It takes less than a minute to complete.
  • Students must present a valid matric card with a sticker showing the current semester.
  • Lecturers and staff must present their staff id card.
  • Part-time lecturers must present their offer letter.

Lost Item Policy

Users are responsible for library materials. The users shall be billed for the cost of repairing materials damaged beyond usual wear and tear while on loan to the users.

Effective March 2020, if the item is lost while on loan, the lost item must be reported immediately. Fines are not charged after the loss is reported and the user is given a period of fourteen (14) working days to search for the item. Payment must be made by the end of the fourteen days if the item is not located.

The users have the alternative either to purchase the item and replace it or pay a replacement fee which library will charge the latest version/edition with same or similar title of the lost item, the processing fee of RM20.00 of each item and any overdue fines which may have accrued before the item is reported as lost.

Library will not accept a replacement copy that is a second-hand item or item that in poor condition, a photocopy, or pages that have gone yellow or have been highlighted with markers, or have been scribbled with a pen or pencil.

If the item lost is found after the amount has been paid, a refund cannot be requested.

Payment of Fines

Users are required to settle all outstanding fines owed to the Library.

  • Students who intend to either withdraw from the university (without affecting their academic record) must submit the Withdrawal Form and the Deposit Claim Form (if applicable) to the Library for approval. As soon as all outstanding fines have been paid, the form will be chopped and signed by one of the on-duty librarians.
  • Students who intend to graduate must submit the University Clearance Form and the Deposit Claim Form (if applicable) to the Library for approval. As soon as all outstanding fines have been paid, the form will be chopped and signed by one of the on-duty librarians.
  • Staff who leave the company will have any outstanding fines deducted from their final salary.

EBooks

Only registered users may access the library’s eBook collection.

  • EBooks are available at https://ebookcentral.proquest.com/
  • EBooks may be accessed from anywhere on the university’s LAN or wireless networks.
  • EBooks may be accessed from off-campus by using the Library’s proxy server.
  • EBooks may be temporarily download onto tablets or smartphones by using the ProQuest EBook Central mobile app and an Adobe digital editions account.
